- submission of an incomplete package of documents; absence of documents confirming the purpose of study; lack of proof of financial sufficiency for the period of stay in Ukraine;
- past violations of the migration legislation of Ukraine or other states; submission of forged, unreliable, or improperly legalized documents;
- legally established restrictions regarding entry into Ukraine;
- discovery of circumstances that may pose a threat to national security, public order, or public health protection.
